You're right, it's quite possible and likely that this is the work of bored, youthful angst, but there could also be a monetization motive, as yet unclear, or (least likely), it could be something else. I've been trying to estimate the amount of work involved, and I imagine 2-3 people with the right skill set could probably make this in a few days - once the plan is there.

Could be material for a high end ARG.  Black Watchmen have done stuff similar to this before, though since that's a game you need to pay to play, people are generally less aware of it.  Their coded messages and ciphers are quite extensive.
