ETA: I just looked up the phrase to see if I got it right, and as it turns out "protest" meant something slightly different in Willie's day, so everyone's been using it wrong in the modern age. It was intended to mean someone who swears, advocates, and promises so over-the-top as to their sincerity, that it comes off as insincere.

Moral acts without a book are accidents preformed by Heathens. Note the language these people tend to use when discussing a good/charitable act by others. Most of the time it almost seems resentful. I don't think that's co-incidental. "My Good Deed is more noble than their Good Deed because I chose this charity after being carefully informed of its Good Deeds by that HOLY MAN. They have a different HOLY MAN so even if they're doing some Good Deeds, they're still just not quite the right ones."

Passive aggressive bullshit all over the show.

This is also accurate.  If you don't have the right Holy Man™, you're just as damned as if you didn't have one at all, so you're basically just wasting time you could be spending in hedonistic behavior.
