Well, according to First Contact, Zefram Cochran crerated wrp drlive with a profit motive. Ten years after meeting the Vulcans, he had started starfleet with his new ideals.

But profit motive has been set aside before: WWI and WWII. Profit took a back seat to defeting enemies. The Federation has far too many enemies: starting with the Klingons, the Romulans, the Aldebranians, Ferengi, Cardasians, Borg, Dominion, etc ad nausium. It is in the pursuit of being better tahn their rivals taht the Federation citizens have sert aside profit motive.

The future is not perfect.
