I wonder if this isn't a consequence of militarizing the police?  A LOT of American police officers have military experience...and the kind of military experience that has been gained over the last decade or so tends to be of an unpleasant kind.  And those with the skills most likely to transfer to a police environment (ie; Army Intelligence) were most implicated in certain...interrogation techniques which involved the complete and utter humiliation and invasion of the individual, often with a strong sexual undertone.
