It's never been much of a secret.

In any military.

This is not, mind you, any sort of justification.

CID? I know that in the UK rape in the military is dealt with by civilian police. That seems sensible to me.

Criminal Investigation Division, an independent office in the provost's office.  They investigate serious crimes...Except for rape, for some reason.
