The measure was to take immunity away from the Telecommunications industry in their cooperation with the US Government's warrantless wiretapping program.

It means there was a provision to provide immunity from prosecution to the telecoms for helping spy on 'Murrcans.

The vote was whether to strike that provison.

The vote failed.

The telecoms are immune from prosecution.
