I believe Nigel is mocking 221's idea that both policing in the ghetto and teaching should be militarized with another silly example.
Again, I don't think they should POLICE the ghetto.  I think they should SECURE the neighborhoods that everyone knows not to walk into late at night...     secure it, and then provide those citizens with alternatives that derail them from the path of crime... and I think that is an unfair assessment of what I think should be done to the school system..  basically I want the schools to program people so they hate eatch other less...

WTF is the difference between policing and securing?

As a veteran, I can say that's a horrible idea.

In order to become the equivilant of middle management you have to go before a board where you are questioned on militaria.  Basically, if you know what regulation covers Military Courtesy, how deep a field latrine should be, and what the Army's definition of Loyalty is, you're in.  Any idiot can be promoted above you, and then they have an impact on whether you are promoted.  It's basically a good ol' boy's club. 

When you DO get promoted, if you're not part of the "club" then they will do their best to make sure you are marginallized and take the fall for everything.  The chances of you surviving this phase with your rank intact are slim.  Any effort to actually be a good leader and take care of your Soldiers is usually met with hostility: especially if it shows the incompetence of other leaders.  Meanwhile, the good ol' boy's club watches each other's backs so that all the fucked up shit they pull gets blamed on someone else or brushed under the rug.
Another thing, in order for one to get into the leadership ranks in teh Canadian Forces, you have to go through a pretty long leadership course where you have to demonstrate your leadership ability, or else, you fail, and thus will not be promoted...
