Well, much as the Pentagon can be considered a holy place for the sheer chaos it generates, I'm sure the Kremlin should be as well for similar reasons.  It was intended to be the sheer embodiment of order to a communist USSR, and serves a similar function in the more modern Russia.  Few are as blithely successful at creating chaos by the imposition of order as the Russian Government.

Teh russian mafia is prolly a close second, though.
