Interesting.  I wonder what "regulation" they will actually end up setting forth.

IIRC, the regulation in question isn't actually new (no interfering with legitimate internet traffic is already covered under existing safe harbor clauses, as well as the hacking laws of most states), this is more a deceleration of intent to actually enforce it.
Inflatable dolls are not recognized flotation devices.
