That could happen, but I don't foresee it at this point in time.  It's putting out suggestions, but they are driven to REDUCING illiteracy, REDUCING poverty, REDUCING teen DUI's.  Etc.  I could show you the raw data and the actual book if you want.  But it's not agendized.
