Evolutionarily speaking, nonconsensual sex is basically how reproduction happens.  It is a shame that, when we evolved great enough intelligence to understand that rape is wrong, we did not evolve the means to innately control our behavior.  Unfortunately self-control and respect has to be taught, and it is up to society (and ideally, our law enforcement) to impress upon people its importance.

You mistook my meaning.  Of course it is stupid to say that we cannot control our behavior.  It is also stupid to say that people are born with the faculty.  You ignored the word 'innately'.  Please don't ignore words that don't facilitate ethical outrage.

My point is that the officer clearly has a poor idea of what is right and wrong, and probably a better upbringing would have prevented it.   This kind of antisocial behavior always emerges in poorly socialized individuals.
