also, on a firearms forum that i go to, there's a running joke about this. There's plenty of looky lous that can't afford a transferable automatic weapon, and are sour grapes about it.  one of them became the but of a joke as he insisted that he had a line on procuring a "phased plasma rifle in the 40 watt range", which would not be covered under current firearms laws.... (of course he looked like a goober because this is just a line from the terminator movie)....

Yeah, a lot like that but I am not 100% on whether the science behind it is the exact same.

They are effective at 2 KM.  And considering it uses EM waves, there's no need to lead a moving target.
