Fortunately, no-one gives a fuck whether Oklamhoma is the signatory to any international treaties, the same way no-one cares that the County of Yorkshire is not a signatory to the Kyoto Protocols, that Moscow Oblast has not ratified the Geneva Conventions and that the city of Calais does not diplomatically recognize Iceland.
