Article is worded badly.  The students were scammed in that their paperwork was illegal, they were aware they were radio tagged.  Those clunky ankle bracelets aren't something you can exactly sneak on.

The university is blaming two student staffers for scamming the students.  A radio tag seems a lot more humane than just rounding 'em all up and tossing them on the next jet home.  The university has shut down, apparently, meaning this scam has cost a LOT of students a lot of trouble.
