I wanted to introduce you to Greg Hoglund and Jim Butterworth. Greg is the
owner/CEO of HBGary and Jim is VP of services. They have valuable intel
that I think they could share with you. Also they may have a situation
where they need to get a hard drive at a US based provider. Anyway I'll let
them exchange ideas with you.

What exactly are they asking for here?  Are they seriously suggesting offering to do corporate espionage and make it so the FBI has their backs?  Thats what it reads like to me, but context is required.

well - we have huuuuge maps of china's internet now - including the version
of every app detected, and also if the target is vulnerable to a known
exploit. What can we do with this? Can we sell it or the data?

Well, with any luck, if the situation with the cuts in America go like they do in the UK, most consulting firms are going to go down.

Then again, internal security is always the last thing to be cut, and these guys probably have some contract connected to a DHS or Pentagon slush fund...
