If you put countries/cultures on an extrovert/introvert scale, USA and Norway are polar opposites.

The more up north in Scandinavia you go, the quieter they become. The Dutch are a bit less outgoing than USA (I think) but already the not-quite-looking-you-in-the-eye-at-the-checkout in Denmark started to creep me out after a week. And talking to Norwegian people, tires me out after a while, cause I keep fearing I'll steam right over them or something.

Good people (they save all their screaming for the metal music they make, apparently), but the USAian and Norwegian talking to eachother is one of those classic examples of mismatched cultural personalities. The Norwegian thinks the American rude and "never shuts up" and the American feels the Norwegian clearly lacks social skills ...

Maybe it's somewhat similar to your stereotypical description of the Canadese always apologising for stuff (or something).

Not that I'd think you ECH to have truoble with cultural differences, but given your complaints about Portland, I bet Norway is not exactly an improvement.

Anyway, with Europe out of the way, there's not much I can offer for suggestions that couldn't be suggested more accurately by the other spags here

Except maybe, have you considered somewhere in South America? Argentina, Peru, no specific place or reason or other, just haven't seen that potential location discussed yet, for completeness. Or maybe somewhere really south, where the seasons are upside-down again.
