I never heard of cents in this context before.  I did learn that the frequency of any note can be calculated by multiplying the frequency of a base note by 2 ^x/12 where x is the number of half steps away.  I've never been able to decide if the 12 is arbitrary

Maybe this is old hat, but that's my 2 cents.
