IF I can get what I need from Joanne's with their sale on, I may be able to do comparitively OK on it price wise.  I will, out of authenticity / warm garb loving, check their wool twill too.

The trim bit will be hit/miss, and damn well doubles the amount of sewing needed!  I'm wondering if they used purple or nautral colored thread for it...

I'd stick with Numera Fausta Septima.  I'm also going to have to check the grammar for Malleus Ventus.

The grammar is okay, I think Ventus Malleus is "more correct", and you should throw an agnomen in there too. It's a matter of how you're using the name in a sentence. A feminine name will always end in an A, however masculine, depending on the case, will change.
