I'm not sure when Herne died, but no.  I think he was gone pre-2000, and I didn't have internet at home until jr high, which is when I joined TCC...  TCC was an okay place, and I sure loved it when I was a member - but that was like 10 years ago, and I was like, 12.  (THE INTERNET IS GETTING OLD, HOLY CRAP)  It would go through waves where we'd have our posts deleted and told to be nice (so we [the oldhat regulars and some of the mods like Silverhands when she was still cool] would overcompensate and be so sarcastically nice that we probably scared off more people than we did when we were being flat out mean) and sometimes it would be stodgy and we'd be told to be grateful that the Christian wife of Herne was only keeping the forum and site alive for dear ded hubby and whatnot....  I think for about a year before the discordian invasion, things were starting to get stodgier and crappier (and I got less and less active on the forum, and many of my 'gang' there stopped going entirely) and we were starting to be censored in the crazy subforum and stuff.  It was a slow progression, until the discopoodles came in and things came to a head, and suddenly we were PG13 and mentally unstable (and retarded) douchefiddle sheep like EBS were made mods.

Ah, well, I came to EB&G when the TCC shit happened, so it's always been a "nice" community for me.  I didn't get to see it before, and things always change :P  It's kinda like how TCC used to be an awesome community where we were 'allowed' to be batshit insane in the Temporary Insanity subforum, and where mocking noobs was a group activity.  And then for whatever reason, it had to become an all-age appropriate assbucket full of fetid "Elders" and modrodders who would first accept help and then vilify the helpers because they weren't "nice pagan types" or whatever.

Some time long after the original owner died. When I joined in 08 or 09, it was acceptable to harsh on noobs who couldn't communicate properly and asked really stupid questions.
I know this because I was harshing the noobs.

And then....it stopped being acceptable....and then I got TU'd...again and again and again and then IP banned.

They modded themselves to death.  I'll hazard a guess that what happened is that it was already being overmodded as soon as they re-opened it, but it had a pretty solid user base already, and it was a combination of the userbase dwindling from overmodding, and the mods becoming more confident/aggressive in their little cardboard castles, that sent them over the top into fascism. There's always a tipping point, where a combination of insecurity and fear leads the tiny dictator to think he can secure his kingdom with threats and punishment, as he watches it slip away.
