It is, but Eritrea has been described, not entirely unfairly, as the "North Korea" of the Horn of Africa.  It would definitely hurt them, but it would hurt lots of others as well, and Eritrea has a drive for autarky that other nations simply don't possess.  In a relative sense, they'd weather a major disruption better than most other states in the area...at least until the Ethiopian troops came marching in.  But then again, the last time that happened, it was the Ethiopians who went home with their tails between their legs, so I wouldn't blame Eritrea's leadership for feeling cocky.
