It also does depend on what sort of average they mean.

Exactly half are going to be below the median.  roughly half are going to be below the mean unless there are some strong outliers.  The mode, if used broadly enough, is only going to fail outlying schools and it is possible  (although unlikely) that they meant those schools that fall below a generous mode.
