Simply existing as a human is fraught with life-threatening risks.  Life itself has never been backed by a double your money-back guarantee.  People should live wherever the fuck they want, but they should obviously be prepared for what that particular location may through at them.  

Mother Nature has often enough displayed for total lack of empathy for our existence on her face.  She can squash us whenever, wherever she wishes.  But there are so damned many of us running around it really only makes a tiny, little dent.

I definitely feel empathy for those who do live, or lived, within the dent.  Many people become bound to their locations because the economy has severely hobbled their mobility.  I mean, telling a poor person they shouldn't be living in New Orleans is like telling a starving kid in Africa they shouldn't be living in Africa.  Unless they spontaneously evolve into some kind of animal with wings, they be stuck there.
