Won't matter, because it violates the constitution in 3 different ways.

Also, the guy who submitted it will spend the rest of his life looking over his shoulder.

It certainly wont be made into law, I don't think that means it does not matter though.  It means that a certain amount of Californians were willing to sign their names to a petition to get it started toward the ballot.
