It can't be too soon to celebrate Thatcher's death yet, seeing as she's still alive. Although looking at her, I find it hard to know how they can tell. Should we bury her anyway?

See the main problem I see here is that you assume he could have had a lick of difference in the manufacturing conditions of those countries.
One doesn't get to the top of a Corporation by trying to shake things up, its a given that most if not all of them are morally bankrupt.

Distinguishing between things he was directly responsible for, or his awful company is responsible for is the important dividing factor.

Your example of Margaret Thatcher is flawed because she directly, hands or committed murder.

Yeah. I mean, following social mores tend to be a complicated matter of perception, empathy, and experience. If you're looking for hard-and-fast black-and-white rules, you aren't going to find any. If you seriously can't figure it out for yourself, your best bet is to find someone that most people generally regard highly, and follow their lead, because they clearly have better social acuity than you do.

Jobs couldn't have changed the manufacturing conditions, but he could have chosen to manufacture products somewhere without those conditions. Instead, he took the path of least resistance and maximum profit, and I think its valid to criticize those decisions. As for distinguishing between the man and the company, I don't think that's really valid in this case because since he came back, Apple has done its best to use his cult of personality as a marketing tool and based many of its business decision on his control issues. If Jobs is Apple for the good stuff, then Jobs is also Apple for the bad stuff.
