It would never happen, but I wonder if a case could be made against this on 1st Amendment grounds, since the bill seems like it's specifically designed to support Catholic (and presumably other religiously oriented) hospitals.  One could argue that this bill violates the Establishment clause, though as I say, I don't expect it would happen.

As an aside, I first misread the subject as "The GoP's War on Women's Clothes," which sounded like a totally plausible subject.
