IIRC, it was the president of the United States, kidnapped by a terrorist on the ship, which is descending into chaos due to inherent flaws in the social design.

Also read Rapture by John Shirley, which is the backstory to the game Bioshock.  Glorious example of unintended consequences.  Nobody can leave the city, and when the construction is done, Ryan's plan for the construction workers is "Innovation".

Needless to say, it doesn't work and everyone dies.

I had high hopes for The Citadel, but apparently they couldn't interest enough people to keep their donation website expenses paid.

It's really too bad.  Their plan was to prevent creeping socialism from supressing their freedom by means of forbidding any discussion of socialism.  Which leads you all kinds of interesting places.  The other funny bit was they were going to build - as their town - a gigantic bunker, and everyone would have to take turns manning the walls for when that rotten statist postmaster came by.

Basically, it was Far Cry V in 2008.  Only funnier.
