In the early 1950s, the CIA parachuted former Nazi operatives into Soviet occupied eastern Europe to build resistance movements against Communism.

However, the predecessors to the CIA had recruited Nazi operatives who were already recruited by a Cold War Superpower - namely the Soviet Union.  As such, operations behind the Iron Curtain had a 99% death rate during this period.  Even worse - the records of these Nazi recruits had been purposefully obsfucated, meaning not only did category A war criminals end up escaping justice, the US Justice Department could not even seize the assets they acquired through systematic looting in WWII.  Naturally, the Nazis sympathisers sent to their deaths were the ones who could have testified against them in a court of law.

But that's unfortunately not 140 letters.
