A Toshiba or Samsung Netbook with Windows 7 should be in your price range. Both of those brands are, in my experience, robust enough that I've never needed to find out if their technical support is any good or not.
I had to get the motherboard on my old toshiba replaced, they were pretty good about it, though they did forget to plug my wireless card back in. Then the same thing broke about a year later

My Toshiba, which I'm typing on currently, is built like a brick, and as durable as one, and I've tended to hear good things from others about them. My two housemates both have Samsung netbooks with Windows 7, which seem to work just fine (and have for well over a year now) and my gaming laptop is a Samsung as well, and I'm impressed with it.
I would also suggest steering away from HP Compaq, as their design is not very strong. My first laptop was a Compaq and the hinges started to go on it after two years, meaning I needed to hold up the screen with one hand while typing. Much less than ideal.
Agreed. Figuring out which coded Model #'s in HP's laptop range are the good ones (won't over-heat, haven't been part of a parts re-call, etc, etc) is freaking difficult (I worked for them for 4 months as a tech, remember?)... I'd def avoid that right now. Desktop selection in HP is better, but not applicable.
What software would you be mostly running on it?
Yeah, and if a tech-guy can't tell you which models are the good ones, the chances are there aren't any.
I've been using the same Toshiba laptop since 2007 and it just died on me about a month ago after a 4 year span of having the ever-loving shit constantly abused out of it.

I wasn't planning on getting a notebook, because I have a pretty nice monitor and keyboard, and the shipping computer has no need of being mobile.
if you already got the monitor etc, you should probably be able to get a decent desktop machine for that price as well. it'll even be slightly more powerful (which is nice if you're running Photoshop).
except I can't really give more advice than just that. not very windows-savvy anymore, and I've never really been very computer hardware savvy at all ever, let alone familiar with the market in the USA.
I hear newegg is a good website for getting computar electronics in the USA? (but then, probably get a second opinion on that because really I have no experience with it)
I was hoping that might still be the case.
At this point, I am unaware of even the most basic things, like what kind of processors and how much RAM I should look for as a minimum. Kinda starting from scratch.
I've had some good experiences with newegg.com (as Triple Zero mentioned), but if you aren't comfortable putting together your own PC, perhaps getting a cheap Dell or something, with a warranty in case something goes wrong, but be worth the extra little $$ it will cost.
As for specs to look for, if printing and Photoshop are your primary concern, and you don't care about gaming or video editing, pretty much anything cheap and new would work great. I'd go with 2 GB's of ram, in one stick if possible to be future proof (easy to add more), a 250GB hard drive (should be like $50), and any modern processor that fits on the motherboard. For graphics, I'd stick with OnBoard (built in to motherboard) video, but make sure the motherboard has a pci-express x16 port (most of them should) in case you want a dedicated card in the future.
That said, photoshop isn't that intense, anything relatively modern should work great.

Pretty much this, actually. If you aren't into gaming with the machine you don't need top line.
Make sure it has at least 3GB memory, because anything less than that will slow you down. And if you are doing any video (not sure if it's the same for just graphics) then don't have an on board video card if possible.
As to brands, I'm not sure really anymore. My laptop's an Acer, only problems I've had with it is due to age (it's close to 6 years old)

- the AMD cores tend to come in a little cheaper than Intel stuff (but you do take a performance hit usually) - look out for Athlon 2s maybe

- there's really not a lot of reason NOT to go with 4gb ddr3, unless you're getting a great deal on 2gb and plan on buying some more sticks, bumping 2gb to 4gb RAM just helps keep the system running quicker, especially if you're gunna be opening a few slightly hefty photoshop documents
everything else - i wouldn't worry about getting a video card, unless you're planning on editing video or gaming

At first I was like :? but then after some thought, that's actually a pretty good idea. Enough power to do what you need (depending on how complicated of things you do in Photoshop), and the added benefit of being able to pick it up and take off with it, if the need ever arises.
I do that with my Pandora (http://openpandora.org), so I have basically a full computer at home with regular keyboard/mouse/monitor, and when I leave I just unplug the fucker, stick it in my pocket, and still have all my stuff with me. With added benefit of great portable gaming controls.
I suspect pretty soon computing in general will be something like this. Give technology enough time to miniaturize more and more, and pretty soon the computer itself will be in our wallet or pocket, and our computer desk will just hold the peripherals to dock with when we get home. Especially with the promise offered by the ARM platform of processors. I'd say 2 gig ram, minimum, and 2.20 ghz processor. That should be within your price range, though if you can get higher without breaking the budget, certainly go for it.
One of my laptops has one gig and 1.6 ghz and it's not enough. Admittedly, it running on Vista doesn't help, but it occasionally suffers massive slowdowns when running more than a few key programs at the same time.

Y'know, that's one of the more decent, cheap Pavilions. It's 64-bit, which means it has the capacity to go all the way up to 16+Gb of Ram if you need it to. The problem with the slim-line cases is that everything is very cramped, so replacing parts is tricky (and sometimes you have to find parts that are 'slim' style to fit in such cases). But for the costs, it's pretty good.

Truth. I have a refurbished Dell for my gaming machine. The video card shat the bed, however, it's a common problem with that card, not the fact that it was a refurb, and, since I got it directly from Dell at their refurbish site, it was still under warrentee, so cost me zero to fix.
Asus is a wonderful, tragically unknown company. Their motherboards and other important components are all built by themselves, not that awful Foxconn. And the factory is named Pegatron! And that is just awesome. But yeah, a refurbished Asus would do you well provided the components weren't garbage, as photoshop can be slightly demanding at times. Also, building a computer (If everything works from the box) might take an hour at the most. That is generally always the best idea, as you can make sure you aren't getting ripped off. However, if you're hellbent on not building a computer you should look for something with these components.
CPU: Athlon 64 dual core, Phenom IIs, Athlon IIs, Core i3/i5s, second gen core i3/i5s, core2quad/core2duo. Any of these at any clock rate will work fine. Shit to avoid, single cores. Oh, regarding Intel vs AMD. AMD will always be cheaper and will always be sufficiently powerful. Intel dominates the high end, but for the average consumer AMD is generally the best bet. For well under 30% of the price you get a performance difference of 10%, you can get decent high clock quad cores from AMD for under 90 dollars now.
RAM: 2-4gb of DDR2/3 will be fine. Unless you're editing 6000x7000 pictures, 2-4gb is fine. Most people think that RAM directly correlates to the speed of the computer, but that is simply incorrect. If you're not using RAM, it is wasted. So having 16gb is just... silly.
Hard Drive/HDD: As big as you need. Seriously. HOWEVER, between the CPU and HDD, those are the biggest factors in the computers general speed. Do not get a piece of shit that whirls at 5400RPM, anything over that is fine.
GPU/Graphics: Staggeringly irrelevant for your needs, integrated GPUs will work fine.
So, if that refurbished Asus fits that nicely, buy the shit out of that thing!
The beads I'm making/selling right now earn me @ $200/hour and when I'm not torching I'm doing shipping/pics/listing/promotion, it makes absolutely zero sense for me to save $50 or whatever by spending an hour building my own computer. That shit is for people who aren't self-employed. After the last absolutely fucked year and a half I need to ride this wave as hard as I can and try to get caught up before September because I sure as fuck won't have time for it then. The Asus looks like a fantastic deal for me, I just hope they still have one when I'm caught up enough to buy it.

I got one of their gaming laptops. Only problem I've had was the video card going wonky, which was, apparently, an issue that the particular model just HAS. I got the extended warrentee, which took me months to go look up because I'm an idiot, and the sent a tech to my house with a big box of parts to fix, for free.
Dell are overpriced and with crap customer service, though. And by crap customer service, I mean actively ripping off their customers.

I hate Dell because I bought one of their Inspiron laptops that would overheat and burn out the fan. The tech's solution? Keep getting the fan replaced every few months or buy a cooling pad or, well, what I did, which is prop it up on stacks of pennies held together by tape.
For six years that laptop stayed propped up stacks of pennies. It was a 36 cent fix. I gave it to my mother when I built the beast I'm on now, and as far as I know it's still working.
So while that device did convince me homebrew was the way to go, I'm also convinced that it doesn't really matter what kind of PC you buy. If you treat it well, it'll do its job and last as long as you need.

Hangs and lags during file renaming, slow windows refresh. Interestingly, Photoshop still runs fine; it's Windows Explorer that's being a bitch. Unfortunately, I have to do a lot of file management.

I want to make it totally clear that, per the OP, I am not really looking to fix my 6-year-old Compaq Presario. It was already a piece of shit when I bought it new. It makes no sense to put any resources at all into it; I am going to replace it.

Regardless of if/when you get a new computer, if I understand correctly a lot of the work involves renaming files. In that case you might want to take a look at Total Commander (http://www.ghisler.com/). It's a file manager that includes a very useful interactive multi-rename tool, allowing you to rename multiple files at once, if the renaming task has patterns in it (like a search/replace for filenames, sort of).
Total Command is a littlebit like a Windows version of the oldskool DOS program Norton Commander, in case you remember that one.
It's also shareware, of the type that has a "nag screen" reminder when you start it. There's also a freeware version of it called Free Commander (http://www.freecommander.com/), but I've never used that one so I can't vouch for how good it is. Total Commander is pretty damn sweet, though.
If you google for "multi rename tool", or something, there are also many other solutions that can greatly speed up the task of renaming many different files in a particular fashion.

Actually, one of the few things I really like about Windows Explorer is the file management utility; Since I have to vet my images and select which ones I want to keep/rename, and have them numbered in a specific order, it serves my needs exactly perfectly, and is also almost identical to the way Mac USED to manage files before OSX: I'm still irritated with Apple for changing it.
On a fast computer I can vet/rename a couple hundred pictures in groups of four in half an hour. With the lagfuckingbullshit currently going on, it's been taking me hours. It's fucked. I just ordered my new computer and it'll be here Tuesday.

HORRIBLE positioning! I've already replaced both the hard drive and the fan on this once. I probably will eventually put a new hard drive in it and give it to one of the kids, but right now if I'm going to spend a bunch of time re-installing software I'd like it to be on a new computer.

to do this stuff you must first find the command prompt
in windows to find the command prompt click start /
? All Programs ? Accessories : command prompt {cLICK that

USually that brings up prompT line at your folder >
so talk to your compoter in NOP code and say
change directory to nop

cd\
that entry gets one out of their own folder {mind set
make a new folder(directory)
md\Time2

OK now its time to keep track of the events on your drive so type
OR better yet copy and paste { it saves time
dir /s > \time2\savetime.txt rev8:30 DIR/A /S > \TIME2\SAVETIME.TXT

now you have a meaningless file in your time2 folder to look at called
savetime.txt. search it for pagefile.sys | its not there because its
hidden | its hidden so U cant see it etc etc. What2do what to do

like 1111 or the date 0630 etc. what matters is the SPACE REMaining
