Mostly a coincidence, but I guess a somewhat expected one, since both are ultimately/presumably references to the Beatles' Liverpudlian roots!

The Lost Doctor is embodied by legendary actor and theater producer Ken Campbell, who put on a massively successful theatrical version of the Illuminatus! Trilogy, originally staged in Liverpool.
The yellow submarine being exhumed is Hagbard Celine's from the trilogy, which is originally a reference to the Beatles' Yellow Submarine.  :fnord:  :fnord:  :fnord:
