I think it does, or at least sort of...
if your meaning to take control by forcefully taking it, you may or may not succeed, as factors dictate
it much easier and almost guarentees success if you have people give you their freedoms, one by one, which to my calculations this has been slowly going on for quite some time now
as bad as this is, i was sort of hoping the absolute end of even the pretense of Republic would have been more imaginative. this plan is so transparent even i can see through it:
1. NSPD-51
2. stage terrorist attacks throughout the US. make sure to note that it's "Home-Grown Terrorists".
3. Declare martial law. Continue staging (minor) attacks. Make martial law rough enough on the citizens to bring out the Resistance.
4. Use the media to make people believe that it was the Resistance who were the terrorists all along. Then, you get:
a) a public scared enough to obey
b) a public confused enough to kill its own resistance movement.
5. Smoke a cigar and enjoy the next 1,000 years of empire.

And of course, you have to remember both the Pentagon and the FBI are trying to incite terrorist attacks, either through infiltration, black flag ops or even going to the lengths of recruiting known terrorists and creating the cell out of nothing (a la Fort Dix). Piece of cake, really.
