Is David Icke a discordian?
No. He's some sort of Christian/New Age mix.
I consider him a Discordian sage. But I don't think he practices Discordia.

David Icke is so good at Discordianism he jaked himself and accidentally poomped out the ideas that would become the central topic of discussion for the Free Thinkers Forum.
100% Discordian saint material. But also a fucking loon.
I've often suspected people like him are discordians. Could anyone really be like that?
Then I come to the realization that he probably really is like that and I have too much faith in humanity.
I think it's more likely that Larry Wall is a discordian, to be honest. David Icke merely wrote nutty books -- Larry Wall wrote similarly insane software and then GOT PEOPLE TO DEFEND ITS USE. So Larry Wall wins in the jake dept, because not even most discordians are willing to admit that PERL is probably an instance of OM.

Meh. Regardless of my personal feelings about the usefulness of perl (and remember that a lot of good things started out as pranks -- for instance, post-it notes), lots of Wall's quotes sound like they were ripped from the Hypertext Principia.
