Large-bore PVC pipe, compressed air, lever valve.
Use old ice cream buckets to make pork product scatter rounds for crowds.
With the right fusing we can rig these for airburst too

I just happen to have all of those available.
4" pipe ought to do it. We'll lose too much compression with 6".
All depends on how tight the seal is, I would think.

Wadding. It worked for cannon and muskets. Just cram a selection of old army blankets of salvation army clothes down first. Less effective but more efficient to produce small scale than larval canine sabot equipment.

3 piece foam sabot, tied with twine, you cut the twine right before you push it down the bore, the bore holds the sabot in place until firing, then it falls off the puppy.
Richter's idea would be simpler though.
Maybe a reversed version of the doggy cone could be used to maintain backpressure in the tube.
it'd make the puppy more aerodynamic too...
Hey, yeah. And you could also fit tear gas bombs under it too, for extra crowd control effect.

I like this, It'd kill froward momentum, but would give th pup a shuttlecock style trajectory. REally moe like a mortar than a cannon though.
