A federal audit of $9.1 billion targeted for reconstruction in Iraq cannot account for more than 95 percent of it, a federal report said Tuesday.

Its not unaccounted for at all.

Everyone in the casinos of Manila and Dubai knows where the cash is...namely whereever stocky Americans in dark glasses are betting the limit at the table.
