There was a mistake made in resolving Judge Nasty's IP address, and it looked like he was Pop Tart. I banned him based on that (evading a prior ban). As the mistake has been found, I have unbanned him, and will be emailing him later today to let him know he's back in.
We try not to make mistakes like this, and I'd like to offer an apology to Judge Nasty in particular, and the board in general.

I should throw my apology in as well, since I was the one who failed at IP location. I'm going to PM Judge Nasty and apologize and invite him back, though I wouldn't blame him if he told me to go fuck myself.

My opinion on poptart. He is going to continue to proxy in, like any of us would do on a troll. As long as he is contained to a relatively small part of the board, a known troll is better than wondering if every n00b is him.
Otherwise I have no feelings about him one way or the other.
