The current seizures of domains did not even use the proposed bill which recently passed the US Senate Judiciary Committee. The seizures come from the US Immigrations and Customs Enforcement, and cover about 70 websites relating to potential copyright infringement and counterfeit goods, among which is Torrent-Finder.com, a mere torrent search engine which does not host or even link to torrents; it displays content hosted elsewhere through embedded iframes.
Maybe some kind of decentralized DNS? I'll have to ask my networking instructor about this.
I believe using OpenDNS (http://www.opendns.com/) or other third party DNS will allow you to resolve the URL.

The Domain Name System acts like a "phone book" for the Internet. It translates a domain name like wikileaks.org into a number that points to a specific host computer. Even if DNS is not working, visitors can still find the site by going to the numerical address.
The new Swiss domain name does not mean that the WikiLeaks website itself has moved to Switzerland. The domain name points to servers based in Sweden, France, and elsewhere.
On Wednesday, Amazon.com Inc. — who had provided WikiLeaks with use of its servers to distribute embarrassing State Department communications and other documents — evicted it. WikiLeaks remains on the servers of its Swedish provider.

I wonder how hard it is to file a complaint? So many websites out there that can potentially offend me....
ICANN is a non-profit corporation set up, though not directly run, by the US Government.

OpenDNS gets its information from ICANN. There are half a dozen projects in the works to get around this though.
