Funny thing: He really WAS in charge of the invasion of iceland.
Permanent Under-Secretary of State for Foreign Affairs during the entirety of WWII, if I recall right. Probably the most powerful British civil servant in modern history.

Yep. And he sat around planning the invasion of a neutral country, imagining (incorrectly) that the Germans were about to beat him to the punch, and took the time to comment on ducklings.

I had a thought recently that, the way to understand the British sense of humour is to appreciate that they:
a) Exaggerate things of little/no consequence.
b) Greatly downplay things of great importance.
c) Switch between (a) & (b).
d) Add a dash of the surreal.
British comedy is at it's best when it succeeds in striking the right balance between these features.
I'm actually tempted to buy his dairies (http://www.amazon.co.uk/Diaries-Sir-Alexander-Cadogan-1938%C2%961945/dp/0571269850) now. I suspect we are dealing with a unique mind.
