Friend of mine was hired as a prison guard paid by a private company to work in a county jail.
Jail never paid guard company.
Guard company never paid guards.

Like... if someone isnt an inmate anymore it means one of two things:
1) Hes free.
2) He's in parole, supervised by a parole officer, with routine checkups and a lot of limitations.
This is just speculation, but, maybe there's a way that prisons are making more money for having people in parole than in prison... i mean, after all, having an inmate means you have to give them food and other basic things that actually cost money.
A lot of states collect parole and probation fees.
The stock market suddenly crashes as before, and everyone gets a free release due to lack of funds...
