I've got a link in my head between the targeting of people like this (Eldery/minority/essentially harmless now) and the recent discussions about entitlement and privilege.
To me, this looks like targeting someone based on the lack of public will to defend the person and knowing that said person will not be able to mount an exceptional legal defence.
It's an easy win for the war on terror, with the added bonus of helping normalise the demonisation of pretty much anyone you are inclined to incarcerate.
