But such groups argue that they are entitled to public pensions because they give a voice to government entities that serve taxpayers.

Like all sales, momentum is a vital part of their career, and they keep DOING something.  Never mind the absence of scrupples, morals or accountability, those folks are putting lip to tip, nut to butt, and shoe to marble every day to get THINGS DONE. 

Better to pay the harmless indigent or the productive cheesedick?  There's the answer.

Hell, it's like hiring mercs.  If they work out too well you can't just shuffle them off with normal pay.  They might not want to go.  They might hang around.  they might KEEP WORKING.  Free samples from scuzzbucket pisspushers are even less fun to deal with than a cadres of displaced junta enthusiasts.
