She may have well been a common criminal with bad GPS. Unlikely, but again, until we know more about her and potential motive, it's pointless to conjecture, other than the timing is real weird.
The discrepancy between her being armed and unarmed is interesting though. Some initial reports that I read said she had a gun, and later ones saying she was using her car as a weapon.

Paranoia and schizophrenia can lead to someone doing such things... unfortunate result that parallels a lot of shootings? A bad national system of mental health?

My dad was talking to me about this earlier. He has worked at some secure sites (not the freakin' white house but pretty secure), and even there, the gates were designed so that you could ram them with a juggernaut and the juggernaut would come off worse than the gate.
The idea that unloading huge amounts of rounds into her if her tiny car was the full extent of the threat is proportional in any way is laughable, if unsurprising.

This. We did alot of work at AUTEC when I was on the Phoenix and you couldn't ram through the gates there with a fully loaded 18-wheeler. For a vehicle to be a threat to breach the White House gates it would have to be a vehicle that wouldn't even notice small arms fire being poured into it.
