Let's just say that other 63% can be best described as "higher functioning". And remember that a driving license is a "Formal qualification". There's also a number of "formal qualifications" that are nigh on impossible to fail, in the sense that there isn't even a test. You pay money = you pass. It wouldn't surprise me to see various job-centre mandated courses also classed as "formal qualifications".
