It's worth noting that, inside the USA, no flag may be flown higher than the national flag.

I would crop the left, so the CCTV camera is the subject and the flag is a cape.

I see exactly what you mean and that would be very effective as well, and prettier.

I was thinking to fill in the empty sky to left with text and draw the eye across it by having the subject to the right. Also subtle symbol in having the camera ultimately looking at nothing. Having the camera look at text would be quite symbolically effective as well. The given message might determine what would be best.

Sounds immature, but think about it, what are they gonna do? they'll have a hell of a time getting it off, the person monitoring it will spend all day looking at a dick, and it's really the only thing that gets the message across.

It would be perhaps immature to do that at random, but doing it on purpose to make a point is entirely different. Might call it simply fuckery.

You might have to make it yourself, but a really small stamp with some reach to it would be ideal. A cock and balls is a simple form so not too hard what with the 3d printing and all. The only question then is what's on the stamp. Dirt if you want some legal immunity, dirt could be from anywhere. Sharpie ink could work if you're quick. Etching solution with ink would force them to replace the camera or shroud. Even without ink it will leave a genital shaped blur, and the longer they wait to clean it the worse the damage.

I was trying to sleep, but I started thinking.. again.. after I saw this and so here ya go.

Not sure it would be in focus enough to recognize if were drawn directly on the lens. If it had a protective shroud, it might work better.

You might could burn it into the CCD by walking the outline of a penis shape in view of the camera while zapping it with a laser.

ETA: That would, of course, take forever, and if anyone was watching the camera at the time, you would be sure to get caught before you were finished. Also, and this would be true no matter how you did it, how would you know it worked?
