Isn't it in Russia (perhaps Moscow) where some of the stray dogs have learned to "commute" to the busier parts of the city for the day to more effectively beg for scraps? (Mind you, my reference was a cracked article)
Or at least travel in packs to hunt for delicious people, as evidenced by the .gif in your post.
