You can always try go old plain sites like wikipedia and choose a Asian language like Chinese Simple to translate.

Sorry if I'm misunderstanding you and just tell me if you don't care about the encoding problem. 
You visited the same site twice, once returning characters, once returning []? 
If it was two different sites they could just be using different encoding. 
I know UTF-8 is the standard for websites in the us for unicode.  I had no problem viewing the Korean site or babel fish.  You're in Portland, right?  Using UTF-8? Not a modification of UTF-8 or UTF-1 or something crazy like that?
LIke I said, if you don't care, I'll drop it but if you do and you're still having problems tell me exactly what's going on and I'll help figure it out.
