It's three months of not being accessed. Not being viewed or clicked on by anyone.

Check their TOS. It's a great service, but he does clean up his HDs.

I *suppose* basically he's got a priority queue, sorted by date-of-last-access, and just deletes the oldest ones, based roughly on his diskspace usage versus how many storage he bought currently. And at the moment (a few weeks ago when I read the TOS) the period is 3 months.
