using the above as a guideline... but 22/23 is kinda limiting, 46+1 for 47 trump cards instead?
then have wack goofy minor suits? maybe even 5 instead of the standard four...

or maybe even make the queen of swords a trump card instead

The wheel?  I actually tend to identify more strongly with the tower.  Also the court cards, although being minor arc ana are actually the ones that are usually most strongly identified with people.  Queen of swords is usually kind of matronly looking, which SPS isn't, but that's ok, get a picture of her sitting in a throne holdng up a sword and we'll be just fine.
