Constantine?

The Roman Expansion destroyed the Roman republic.  For this reason alone, empires are bad.

If that doesn't sell you, read Tacitus's Annals.

NO system that places a man above the law is good.

I tend to view Constantine not as a Roman Emperor, though he certainly controlled Rome, but as the first Emperor of the Byzantine empire.

It wasn't divided into seperate east and west, but when the center of power shifted from Rome in the west to Constantinople in the east, I consider that the birth of the Byzantine empire.
