It actually says the USA can't rely on voter apathy, but I couldn't fit that into the title.  It also has several other recommendations on how to stop France and Germany falling out of the war by manipulating public opinion.

Thanks Cain.  That was an interesting read.  It's kind of surprising how receptive Europeans seem to be with Obama, but I suppose after Bush, it's easier for people to be optimistic.
