Whoa, that's horrible.

And there were all those kids around, too.

No one came to stop her?

In addition to the points about getting wrongfully charged with assault against the teacher, allow me to introduce the Bystander Effect.

Here's how it works:

1) Horrible shit is going down. A is kid being beaten by a much larger teacher, a woman is being pummeled to death with the butt end of a shotgun by her angry ex-boyfriend, etc.

2) Plenty of people are there, seeing it happen in front of their very eyes. A classroom full of kids and potentially some other adults witnessing, a neighborhood street in broad daylight with at least half a dozen people witnessing, etc.

3) No one does shit, or if anyone does, they're powerless to help. A kid records the incident on their phone and no one steps in, an old man tries to stop the armed, angry ex-boyfriend and the obvious happens, etc.

4) Word gets out, and the world cries, "Why did no one DO anything?!"

5) Rinse, repeat.

(btw the 'woman being beaten on broad daylight in front of people' incident was something that actually happened in Hawaii while I lived there. That was a bad week on O'ahu.)

Apparently, he was poking fun and trying to fight a girl with down syndrome.

If that was the case, shouldn't the teacher have allowed the other students to beat him mercilessly? Less risk same result. Either way it's yet another shocking and disappointing instance of abuse of power / body size / whatever.

On the bystander effect stuff, there was an interesting part on that in "Superfreakonomics". Weird shit but less shocking after a little reading into that stuff. As for happening on O'ahu? Fuck on the Big Island as long as it was a fist fight all was well, sometimes they'd end up going after cops in the brawls too. Gun / knife / other higher levels of violence weren't normal but the whole "settle your beef with the fists" thing was pretty normal, kept a lot of people in line :)

I'd like to add that the bystander effect is caused by observing how other people are reacting to the situation.  In uncertain circumstances, we tend to do what everyone else is doing.  And when shit like this happens, everyone else seems to be looking at everyone else, or staring in horror.

Awareness of the bystander effect, and cultivating a sense of individual heroism, are thought to be the best ways of overcoming the bystander effect.
