If you can recognize suits and count, you can arrange a deck of cards in an orderly fashion.

I somehow stand corrected, and yet there would be numerous ways of arranging a deck of cards in an 'orderly' fashion.
You merely pointed out the most common definition of a correct order.
How about arranging them prime numbers first and the others last?
It'd be 2,3,5,7,Jack,King,1,4,6,8,9,10,Dame.
In my belief there will always exist a hint of chaos in the -seemingly- most perfect systems.

Since order is an illusion, it adheres to game rules.  Therefore, to achieve perfect order you invent a game rule ("Spades, Diamonds, Hearts, Clubs, 1-10, JQKA"), and then arrange the cards accordingly.

Likewise , to achieve perfect disorder, invent a game rule which contradicts what is available ("A deck of cards is made up of fish").

LMNO has it.

Basically, order and disorder don't have absolute manifestations, except within the context they occur in.  You can have a deck of cards in any arbitrary order, and as long as they're arranged according to your rules of how to look at and organize the cards (the standard being suits and count), then that would be order.  Order and disorder, in other words, are just fancy ways of saying "following rules and breaking rules".  Chaos is what exists, order and disorder are conceptual tools for understanding it.
